From 1 July 2026 the EU removed the €150 customs-duty exemption for parcels bought online from outside the EU. A flat €3 customs duty now applies per item (per declared line) on B2C consignments worth up to €150, until 30 June 2028.
Per declared line. For e-commerce (H6/H7) declarations, items sharing the same HS/CN code are grouped into one line, so effectively €3 per distinct code in the parcel.
It depends on the VAT regime. Under IOSS (VAT collected at checkout) the €3 is not part of the VAT base. Under standard import VAT or the special arrangements, the €3 is included in the VAT base.
